Director of Special Education

Mrs. Stephanie Siems is the Director of Special Education and the Director of Lamphere Center. She possesses a Bachelor's Degree and two Master's Degrees; all of which focus on the areas of Special Education and Special Education Administration.  Prior to coming to The Lamphere Schools in 2013, Mrs. Siems taught in the Rochester Community schools for 15 years and was an Special Education administrator in the Birmingham Public Schools for 6 years.  Mrs. Siems is actively involved at the county level supporting programing options for students with Disabilities.

I hope this communication finds you and your family healthy during this time of uncertainty.  

If you haven't already done so, please visit our website at http://lamphereschools.org/departments/curriculum_department/learn_at_home to access activities and resources for you and our students during the governor's executive order to close schools to slow the spread of COVID-19.

On another note, in the upcoming weeks, you may receive a survey from Wayne State University about your experiences with special education. Wayne State University is working with the Michigan Department of Education to help find out families’ views about special education services and your responses may help improve services for families across Michigan. This survey is related to the services your students have received and your experiences with The Lamphere Schools.  It is important for families to return the parent survey. The survey will come with instructions on how to access the survey online, as well. Thank you for helping us to collect this important information.

Process for Determining a Specific Learning Disability


The Lamphere Schools uses a Pattern of Strengths and Weaknesses Process for the determination of a Specific Learning Disability for all buildings and all grades in the district and includes the following:

  • The student does not achieve adequately for the student's age or to meet State-approved grade level standards in one or more of the areas identified at 34 CFR 300.309(a)(1)(i) when provided with learning experiences and instruction appropriate for the student's age or State-approved grade level standards; and

  • The students exhibits a pattern of strengths and weaknesses in performance, achievement, or both, relative to age, State-approved grade level standards, or intellectual development, that is determined by the Multidisciplinary Evaluation Team (MET) to be relevant to the identification of a SLD, using appropriate assessments, consistent with the IDEA Evaluation Procedures and Additional Requirements for Evaluations and Reevaluations.

In making a determination as to whether a student has or continues to have a specific learning disability, The Lamphere Schools will also comply with all applicable federal regulations and State rules, including those addressing comprehensive evaluations, determination of the existence of a specific learning difficulty, specific documentation for SLD eligibility determination, and reevaluation requirements.
